原泉州火车东站片区城市设计征集竞赛资格预审公告

Prequalification Announcement for the Urban Design Competition of the Former Quanzhou East Railway Station Area

原泉州火车东站片区城市设计征集竞赛由泉州市自然资源和规划局（以下简称“主办单位”）主办，泉州市土地储备中心（以下简称“承办单位”）承办（以下“主办单位”与“承办单位”合并简称“征集人”）。泉州市工程咨询中心有限公司受泉州市土地储备中心的委托，作为组织单位，就原泉州火车东站片区城市设计组织开展国际方案征集，欢迎有兴趣参与的设计单位（以下简称“申请人”）参加本次征集活动。

Former Quanzhou East Railway Station Area Urban Design Solicitation Competition is hosted by the Quanzhou Municipal Bureau of Natural Resources and Planning (hereinafter referred to as the “Host”) and organized by the Quanzhou Land Reserve Center (hereinafter referred to as the “Organizer”) (the “Host” and “Organizer” are collectively referred to as the “Solicitation Party”). Quanzhou Engineering Consulting Center Co., Ltd., entrusted by the Quanzhou Land Reserve Center, acts as the Executive Organizer to carry out the international solicitation for proposals for the urban design of the former Quanzhou East Railway Station area. Design institutes interested in participating (hereinafter referred to as “Applicants”) are welcome to take part in this solicitation activity.

一、项目背景

Project Background

党的二十届四中全会提出，“十五五”时期应构建优势互补、高质量发展的区域经济布局与国土空间体系，进一步增强区域发展的协调性和联动性，持续优化国土空间格局。推进以人为本的新型城镇化，建设以先进制造业为支撑的现代化产业体系，推动传统产业转型升级，培育新兴与未来产业，促进服务业优质高效发展。

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China proposed that during the “15th Five-Year Plan” period, it is necessary to build a regional economic layout and territorial space system characterized by complementary advantages and high-quality development, further enhance the coordination and linkage of regional development, and continuously optimize the territorial spatial pattern. Advance people-centered new urbanization, build a modern industrial system supported by advanced manufacturing, promote the transformation and upgrading of traditional industries, cultivate emerging and future industries, and facilitate the high-quality and efficient development of the service industry.

2024年4月3日，《泉州市国土空间总体规划（2021-2035年）》获福建省人民政府正式批复，为优化中心城区布局、完善公共服务与开放空间提供了核心指引。在此战略引领下，原漳泉肖铁路泉州段，尤其是地处环湾核心区的泉州火车东站，其独特的区位优势与更新潜力日益凸显。目前，铁路通道及场站已于2024年11月25日获市政府批准收回，为片区的深度开发创造了先决条件。

On April 3, 2024, the “Quanzhou Territorial Spatial Master Plan (2021-2035)” was officially approved by the People's Government of Fujian Province, providing core guidance for optimizing the central urban area layout and improving public services and open spaces. Under this strategic guidance, the original Zhangzhou-Quanzhou-Xiaocuo Railway Quanzhou Section, especially the Quanzhou East Railway Station located in the core area of the Ring Bay region, has increasingly highlighted its unique locational advantages and renewal potential. Currently, the railway corridor and station site were approved for recovery by the municipal government on November 25, 2024, creating prerequisites for the in-depth development of the area.

基于以上背景，为充分发挥片区空间价值，特举办原泉州火车东站片区城市设计征集竞赛，旨在以国际化的视野、前瞻性的思维和创造性的设计，为片区的高水平规划与高标准建设提供指引。

Based on the above background, to fully leverage the spatial value of the area, the Former Quanzhou East Railway Station Area Urban Design Solicitation Competition is specially organized. The aim is to provide guidance for the high-level planning and high-standard construction of the area with an international perspective, forward-thinking, and creative design.

二、征集范围

Scope of solicitation

（一）总体研究范围Overall Study Area

范围东至丰海路，西北至清源山，北至北迎宾大道和城东街，南至大坪山隧道和老君大道，约1645公顷。

The scope is bounded by Fenghai Road to the east, Qingyuan Mountain to the northwest, North Yingbin Avenue and Chengdong Street to the north, and Dapingshan Tunnel and Laojun Avenue to the south, covering approximately 1645 hectares.

（二）城市设计范围Urban Design Area

范围西至城华南路，北至通源街，南至老君大道，东至沈海高速，约264公顷。

The scope is bounded by Chenghua South Road to the west, Tongyuan Street to the north, Laojun Avenue to the south, and the Shenyang-Haikou Expressway to the east, covering approximately 264 hectares

（三）深度要求Depth Requirements

1、方案评选阶段深度要求Depth Requirements for the Scheme Selection Stage

完成原泉州火车东站片区城市设计方案（具体要求详见“设计任务书”）。

Complete the urban design scheme for the Former Quanzhou East Railway Station Area (specific requirements are detailed in the “Design Brief”).

2、方案深化阶段深度要求Depth Requirements for the Scheme Deepening Stage

深化完善城市设计方案，并完成城市设计范围内的详细规划编制和成果报批。

Deepen and refine the urban design scheme, and complete the detailed planning compilation and submission for approval within the urban design area.

三、征集方式

 Method of solicitation

本次征集活动共分为资格预审、方案评选和深化设计三个阶段：

The solicitation is divided into three stages: prequalification, scheme selection, and deepening design:

（一）资格预审阶段。申请人须提交能够体现团队设计实力的相关证明材料，包括但不限于资质水平、团队成员构成、代表性作品成果等，同时需提交针对该片区的概念提案及视频讲解。最终确定6家无排序的申请人入围下阶段进行方案评审，另确定2家申请人作为备选申请人，如入围申请人退出，备选申请人依次递补。如申请人数量正好为6家或不足6家，资格预审评审委员会将对申请人的资质和综合实力、项目负责人的资历、设计团队的人员配置、设计团队的项目理解和初步构想等进行是否符合项目要求的判定。征集人有权决定符合项目要求的申请人全数入围，也同样保留重新组织资格预审的权利。

Prequalification Stage. Applicants must submit relevant supporting materials that reflect the team's design capabilities, including but not limited to qualification levels, team composition, representative works, etc., and also need to submit a conceptual proposal and video explanation for this area. Finally, 6 unranked applicants will be selected to enter the next stage for scheme evaluation, and 2 additional applicants will be designated as alternate applicants. If a selected applicant withdraws, the alternate applicants will be substituted in sequence. If the number of applicants is exactly 6 or less than 6, the Prequalification Review Committee will determine whether the applicants' qualifications and comprehensive strength, the project leader's qualifications, the design team's personnel configuration, and the design team's understanding of the project and preliminary ideas meet the project requirements. The Solicitation Party has the right to decide that all applicants meeting the project requirements enter the next stage, and also reserves the right to reorganize the prequalification.

（二）方案评选阶段。入围的申请人提交符合设计任务书要求的成果文件，评审中需由项目负责人对设计方案进行介绍及答辩。评审委员会由征集人组建，对6家入围申请人的成果文件进行评审，提出意见并评选出6家申请人的名次。由征集人复核确认，排名第一的作为中选单位。

Scheme Selection Stage. Shortlisted applicants submit achievement documents that meet the requirements of the Design Brief. During the evaluation, the project leader must introduce and defend the design scheme. The Review Committee, formed by the Solicitation Party, evaluates the achievement documents of the 6 shortlisted applicants, provides comments, and ranks the 6 applicants. After verification and confirmation by the the Solicitation Party, the top-ranked applicant is selected as the winning organization.

（三）深化设计阶段。由中选单位整合其他入围申请人的方案，继续深化并完善城市设计方案，完成城市设计范围内的详细规划编制和成果报批。

Deepening Design Stage. The winning organization integrates the schemes of other shortlisted applicants, continues to deepen and refine the urban design scheme, and completes the detailed planning compilation and submission for approval within the urban design area.

四、资格要求

Qualification Requirements

（一）本次征集活动采用公开报名方式。申请人须具有独立承担民事责任的能力。境内外设计单位均可报名参加，允许联合体报名，联合体成员数量不超过3家。联合体各方不得再单独以自己名义，或者与另外的设计单位组成联合体参加本次征集活动。不接受自然人及自然人组合的报名。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时报名。

This solicitation adopts an open registration method. Applicants must have the capacity to independently bear civil liabilities. Domestic and foreign design institutes are eligible to register. Consortium registration is allowed, with the number of consortium members not exceeding 3. No party of a consortium may participate in this solicitation separately in its own name, or form another consortium with other design institutes. Registration by natural persons or groups of natural persons is not accepted. Two or more legal entities with the same legal representative, parent companies, wholly-owned subsidiaries, and their controlling companies may not register simultaneously.

（二）资质要求：独立申请人或联合体牵头方须为境内设计单位，独立申请人或联合体牵头方应具备城乡规划编制甲级资质或工程设计建筑行业甲级及以上资质。境外设计单位不满足资质要求的须与境内符合资质要求的设计单位组成联合体。

Qualification Requirements: The independent applicant or the lead party of the consortium must be a domestic design institute. The independent applicant or the lead party of the consortium shall possess a Grade A qualification for urban and rural planning compilation or a Grade A or above qualification for engineering design in the architectural industry. Foreign design institutes that do not meet the qualification requirements must form a consortium with a domestic design institute that meets the qualification requirements.

（三）团队要求：参与本次征集活动的设计团队人员应为该设计单位的在职人员；项目负责人须由主持过同类型项目，有十年以上的相关工作经验的设计师担任，且须全过程参与本次征集活动。如在本次活动过程中发现项目负责人与资格预审申请文件材料所提交的人员名单不符，视为申请人主动放弃竞赛资格。

Team Requirements: The design team members participating in this solicitation should be employees of the design institute; the project leader must be a designer who has presided over similar projects and has more than ten years of relevant work experience, and must participate in the entire process of this solicitation activity. If it is discovered during the activity that the project leader does not match the personnel list submitted in the prequalification application documents, it will be regarded as the applicant voluntarily abandoning the competition qualification.

五、方案征集费

Scheme Solicitation Fee

（一）本次征集费用总计人民币900万元，6名申请人按要求提交各阶段成果文件后，将按名次、分阶段获得相应方案征集费：

The total fee for this solicitation is RMB 9 million. After the 6 applicants submit the required achievement documents for each stage, they will receive the corresponding scheme solicitation fees according to their ranking and stages.

说明：申请人可根据相应名次，分阶段分别获得上表对应方案征集费。费用均以人民币为单位，含税。

Note: Applicants can receive the corresponding scheme solicitation fees listed in the above table in stages according to their respective rankings. All fees are in RMB and include tax

（二）方案征集费将在方案评选阶段的方案评审委员会评定其成果符合《设计任务书》要求并确定名次后，承办单位向该入围申请人支付。如经方案评审委员会评定，申请人的方案没有达到《设计任务书》要求的，应由方案评审委员会出具书面意见（该意见需经半数以上评委签字确认），具体阐明不符合要求的设计内容以及相应的费用扣减建议，承办单位将根据该书面意见扣减直至不支付该申请人的方案征集费。

The Scheme Solicitation Fee will be paid by the Organizer to the shortlisted applicant after the Review Committee in the scheme selection stage determines that its achievements meet the requirements of the “Design Brief” and confirms the ranking. If the Review Committee determines that an applicant's scheme does not meet the requirements of the “Design Brief”, the Review Committee shall issue a written opinion (which needs to be signed by more than half of the evaluators), specifying the design content that does not meet the requirements and the corresponding fee deduction recommendation. The Organizer will deduct or even refuse to pay the applicant's scheme solicitation fee based on this written opinion.

（三）优化整合及详细规划编制费将在中选单位完成深化设计阶段的工作后，由承办单位结合后续服务节点及配合期等因素分期支付。

The Optimization, Integration, and Detailed Planning Compilation Fee will be paid by the Organizer after the winning organization completes the work of the deepening design stage, considering factors such as subsequent service milestones and cooperation periods.

六、征集活动时间安排

本次征集活动共分为资格预审、方案评选和深化设计三个阶段，初步时间安排如下：

注：以上时间以北京时间为准，征集人保留对具体时间节点作适时调整的权利。

七、报名方式

Registration Method

（一）凡有意参加本次征集活动的申请人，请于中国城市规划网（www.planning.org.cn）下载报名表格并填写完整后发送至邮箱qzzxzx@163.com，组织单位收到报名表后，将以邮件方式回复资格预审相关文件。报名截止时间为：2026年1月4日17:00时。逾期递交或不符合规定的报名信息恕不接受。

(I) Applicants interested in participating in this solicitation, please download the registration form from China Urban Planning Website (www.planning.org.cn) , fill it out completely, and send it to the email address qzzxzx@163.com. After receiving the registration form, the Executive Organizer will reply with the prequalification-related documents via email. The registration deadline is 17:00 on January 4, 2026. Late submissions or non-compliant registration information will not be accepted.

（二）资格预审申请文件须严格按照相关要求制作，递交资格预审申请文件包括现场递交和快递邮寄两种方式。

(II) The prequalification application documents must be prepared strictly in accordance with the relevant requirements. Submission of prequalification application documents includes two methods: on-site submission and express mail delivery.

1、以现场递交时，需持单位负责人授权委托书；若以联合体形式的，需持联合体牵头人单位负责人授权委托书。

For on-site submission, it is necessary to hold the Letter of Authorization from the  Head of Organization; if in the form of a consortium, it is necessary to hold the Letter of Authorization from the Organization Head of the Lead Consortium Member

2、以快递邮寄方式递交时，申请人须预留足够的快递运输时间，以材料送达指定地点的时间为准。申请人应妥善包装资格预审申请文件（如使用纸箱或泡沫箱等坚固材料），确保文件在运输过程中完好无损。邮寄过程中发生资料损坏、丢失等情形造成的后果，由申请人自行承担。

When submitting by express mail, the applicant must reserve sufficient express delivery time, based on the time the materials arrive at the designated location. The applicant should properly package the prequalification application documents (using sturdy materials such as cartons or foam boxes) to ensure the documents remain intact during transportation. The consequences caused by damage, loss, etc., of the materials during mailing shall be borne by the applicant.

（三）递交资格预审申请文件的时间及地点：申请人需于2026年1月29日12:00前，将资格预审申请文件的书面文件送达下述指定地点。资格预审申请文件递交地点：福建省泉州市鲤城区丰泽街726号路桥大厦7楼。接收资格预审申请文件时间为工作日北京时间08:00-12:00，14:30-17:30（截止日为北京时间08:00-12:00），逾期递交的资格预审申请文件恕不接受。

Time and place for submitting prequalification application documents: Applicants need to deliver the written prequalification application documents to the designated address below before 12:00 on January 29, 2026. The submission address for prequalification application documents is: [7th Floor, Luqiao Building, No. 726 Fengze Street, Licheng District, Quanzhou City, Fujian Province]. The acceptance time for prequalification application documents is on working days from 08:00-12:00, 14:30-17:30 Beijing Time (on the deadline day, it is 08:00-12:00 Beijing Time). Prequalification application documents submitted after the deadline will not be accepted.

（四）资格预审结果通知：在确定入围申请人名单后的3个工作日内，以公告形式公布入围申请人评选结果。

Notification of Prequalification Results: The selection results of shortlisted applicants will be announced in the form of a public announcement within 3 working days after the list of shortlisted applicants is determined.

9.1入围申请人若无城乡规划编制甲级资质，且在方案评选阶段成为第一名，须承诺将另行委托一家经征集人认可且具有城乡规划编制甲级资质的单位配合完成优化整合及详细规划编制工作。

If a shortlisted applicant does not have a Grade A qualification for urban and rural planning compilation and becomes the first place in the scheme selection stage, it must commit to entrusting another Organization recognized by the Solicitation Party and possessing a Grade A qualification for urban and rural planning compilation to cooperate in completing the optimization, integration, and detailed planning compilation work.

9.2本公告的规划设计内容中所提供的相关数据在资格预审答疑阶段若有调整，各申请人需充分响应。

If the relevant data provided in the planning and design content of this announcement are adjusted during the prequalification Q&A stage, each applicant needs to respond fully

9.3本次征集活动及相关文件的最终解释权归征集人。

The final interpretation right of this solicitation activity and related documents belongs to the Solicitation Party.
