Pre-Announcement of the International Urban Design Competition for “Tianhu New Town”in Ningde

宁德市“天湖新城”城市设计国际竞赛由宁德市城建集团有限公司（以下简称“主办单位”）主办，宁德市自然资源局为指导单位，现将相关事项预公告如下：

The International Urban Design Competition for “Tianhu New Town” in Ningde is hosted by Ningde Construction Group Co., Ltd. (hereinafter referred to as the “host”) and guided by Ningde Natural Resources Bureau. The relevant matters are announced as follows:

一、项目背景

I. Project Background

宁德市地处中国福建海峡西岸、对台前沿，坐拥三都澳世界级深水良港，是福州都市圈中链接“长三角”“珠三角”与海峡两岸的重要战略节点地区。宁德近年来在探索新能源新材料产业发展与践行海洋强市战略方面取得了瞩目成就，具备了建设现代化生态海湾新兴城市的良好条件。

Ningde is located on the west coast of the Taiwan Strait in Fujian, China, and at the forefront of cross-strait exchanges. It boasts the world-class deep-water port of Sandu Bay and serves as a key strategic node connecting the Yangtze River Delta, the Pearl River Delta and the two sides of the Taiwan Strait within the Fuzhou Metropolitan Area. In recent years, Ningde has made remarkable achievements in exploring the development of the new energy materials industry and implementing the marine power city strategy, laying a solid foundation for building a modern ecological coastal emerging city.

2025年3月份，宁德市政府召开关于中心城市规划优化提升的讨论会议，为进一步提升我市规划编制水平，谋划储备一批可落地项目，高质量建设中心城市，提出了“老城焕新、东湖提质、北部升级、天湖强核”的优化思路，拟在全市范围开展“规划攻坚战”。其中“天湖新城”以综合交通枢纽为门户，重点发展总部经济、科创研发、商务金融、港口贸易、文化休闲等现代服务业。

In March 2025, the Ningde Municipal Government convened a discussion meeting on the optimization and upgrading of the central city planning. To further improve the city's planning and compilation standards, formulate and reserve a batch of implementable projects, and construct the central city with high quality, the meeting proposed the optimization idea of “revitalizing the old city, upgrading the East Lake, enhancing the northern area, and strengthening the core of Tianhu Area”, and planned to launch a “planning battle” across the city. Among this, “Tianhu New Town” with its comprehensive transportation hub as the gateway, will focus on developing modern service industries such as headquarters economy, scientific and technological innovation R&D, business and finance, port trade, and cultural leisure.

“天湖新城”位于宁德市蕉城中心区东部沿海，东至沿海，西至半山－金马路区域，北至雷东岩，南至鳌江村。如何围绕现代海湾城市，建设全球新能源新材料产业核心区等发展战略要求、扎实有序推进城市扩容提级，如何将“天湖新城”打造成为环三都澳湾区科技创新与绿色发展的重要区域，是本次国际方案征集的重要课题。诚邀具有顶尖水平和丰富经验的全球设计机构参与，旨在汇聚全球智慧、国际视野、前瞻思维、创新理念，提出高水准、可实施的“天湖新城”规划设计方案。

“Tianhu New Town” is located in the coastal area on the eastern side of the central district of Jiaocheng, Ningde City. Its boundary spans from the coast in the east to the Banshan-Jinma Road area in the west, from Leidongyan in the north to Aojiang Village in the south.Key themes of this international scheme solicitation focus on two core questions: First, how to steadily and orderly advance the city's expansion and upgrading in line with development strategy requirements—such as building a core hub for the global new energy and new materials industry while adhering to the orientation of a modern coastal city; second, how to develop “Tianhu New Town” into a pivotal zone for scientific and technological innovation and green development within the Sandu'ao Bay Area.We sincerely invite world-class design institutions with top-tier expertise and extensive experience to participate. This initiative aims to pool global wisdom, international perspectives, forward-looking insights, and innovative concepts, with the goal of formulating high-standard and implementable planning and design schemes for “Tianhu New Town”.

二、征集范围

II. Scope of solicitation

本次征集设计范围按编制深度分为总体城市设计及重点地段城市设计两个层次。

The scope of the design collection is divided into two levels according to the depth of preparation: overall urban design and urban design of key areas.

（一）总体城市设计范围

(I) Overall Urban Design Scope

范围北至雷东、西至福宁北路、南至鳌江、东至海岸线，建设用地约32平方公里。

The scope is from Leidong in the north to Funing North Road in the west, from Aojiang in the south to the coastline in the east, and the construction land is about 32 square kilometers.

（二）重点地段城市设计范围

(2) Key Area Urban Design Scope

范围北至天德路、南至学院路、西至福温铁路，东至滨海，建设用地约12平方公里。

The scope is from Tiande Road in the north to Xueyuan Road in the south, from Fuwen Railway in the west to Binhai in the east, and the construction land is about 12 square kilometers.

三、设计要求

III. Design Requirements

（一）方案征集阶段

(1) Scheme Solicitation Stage

1.总体城市设计

1. Overall Urban Design

结合基础分析和发展研究提出总体目标定位、功能结构、产业布局、城市空间格局、重要公共服务设施布局、政策建议等，达到概念性总体城市设计深度。

Based on the basic analysis and development research, the overall goal positioning, functional structure, industrial layout, urban spatial pattern, the layout of important public service facilities, policy suggestions are put forward, so as to achieve the depth of conceptual overall urban design.

2.重点地段城市设计

2. Key Area Urban Design

在总体城市设计的基础上，重点研究四个方面：一是片区产业空间构建，统筹总部经济、科技研发等及其配套功能服务的协同发展；二是城市门户区的塑造，包括北部门户、天湖景观区以及总部经济区和高铁枢纽；三是智慧城市的应用场景；四是以南埕村作为研究重点，统筹制定村庄开发策略。设计内容要求达到详细规划中城市设计（方案阶段）深度。

Building upon the comprehensive urban design framework, the study focuses on four key areas: 1) Spatial development of industrial clusters, coordinating the synergistic growth of headquarters economy, R&D facilities, and supporting service functions; 2) Urban gateway zone development encompassing the North Gate, Tianhu Lake Scenic Area, Headquarters Economic Zone, and high-speed rail hub; 3) Smart city application scenarios; 4) Village development strategy formulation with Nancheng Village as the primary research focus. The design content must achieve the depth of urban design (conceptual phase) specified in the detailed planning.

（二）方案深化阶段

(2) Scheme Deepening Stage

第一名中选方案的参赛机构将获得后续深化设计合同，按照各方意见深化细化方案，整合为一版具有前瞻性和可实施性的设计方案。为确保方案的延续性，第一名中选方案的参赛机构在完成深化方案编制后还应提供设计范围内2年的城市设计规划咨询、方案深化等后期服务工作，达到详细规划（含城市设计实施阶段）深度。

The winning institution of the first-place selected proposal will be awarded a subsequent detailed design contract. Following input from all stakeholders, the proposal will be refined and consolidated into a forward-looking and implementable design scheme. To ensure continuity, the winning design institution of the first prize shall also provide 2 years of urban design planning consultation, scheme deepening and other follow-up services within the design scope, reaching the depth of detailed planning (including the implementation stage of urban design).

四、征集过程

IV. Solicitation Process

本次征集活动将分为“报名及资格预审”“方案设计及评审”“后期深化设计”三个阶段。

This solicitation activity will be divided into three stages: “Registration and Pre-qualification Review,” “Scheme Design and Evaluation,” and “Subsequent Deepening Design.”

五、参赛资格要求

V. Competition Qualification Requirements

1.为保证本次方案征集成果的质量与水平，对参赛机构设置高标准的准入门槛和遴选标准。境内外参赛机构均可报名参加本次国际征集工作。任一参赛机构须是国内外注册的独立法人或合伙制企业或其他组织。相互间有直接控股关系、管理关系或法定代表人为同一人的不同法人，不得同时报名参赛。母公司和其下属子公司不可以同时参赛，但是同一个母公司下属的不同子公司，在满足各自是独立法人，且子公司之间不存在控股或管理关系，可同时报名参赛。

1. To ensure the quality and standard of this proposal solicitation, strict eligibility criteria and selection standards will be implemented for participating organizations. Both domestic and international institutions are eligible to apply for this international competition. All applicants must be legally registered independent entities, partnerships, or other organizations. Entities with direct controlling relationships, management affiliations, or the same legal representative are prohibited from simultaneous participation. Parent companies and their subsidiaries cannot compete together, but different subsidiaries under the same parent company may apply jointly provided they are independent legal entities and maintain no controlling or management relationships between them.

2.允许联合体参加，联合体成员数不超过三家。不接受个人及个人组合参加。联合体各方不得再单独以自己名义，或与另外应征机构组成联合体参加本次征集活动。

2. Consortiums are permitted to participate, with a maximum of three members. Individual applicants and their combinations are not accepted. No party in the consortium may participate in this solicitation as an independent entity or in a consortium with other participating institutions.

3. 参与本次征集活动的境内应征机构如单独报名或作为联合体牵头单位，须具备城乡规划编制甲级资质；境外应征机构须具有所在国、地区政府主管部门或其有关行业组织核发的从事城乡规划、建筑设计其中之一的相应资格或执业许可。在中国境内无分支机构的境外应征机构必须与境内应征机构组成联合体参加本次征集活动。

3. Domestic applicants participating in this solicitation, whether applying individually or as the lead unit of a consortium, must possess Class A qualifications for urban and rural planning preparation; overseas applicants must hold corresponding qualifications or practice licenses issued by the competent government authorities or relevant industry organizations of their respective countries or regions for either urban and rural planning or architectural design. Overseas applicants without branches in China must form a consortium with domestic applicants to participate in this solicitation.

4.具备以下条件的设计机构优先考虑：

4. Design agencies with the following conditions will be given priority:

（1）项目负责人或主创拥有工程院院士、全国勘察设计大师；

(1) The project leader or chief designer is an academician of the Chinese Academy of Engineering or a National Master in Survey and Design;

（2）近10年，项目负责人或主创具有国内外重要新城开发、港口/铁路枢纽片区、重点功能片区、滨水/山前地区等城市规划设计实践经验；

(2) In the past ten years, the project leader or chief designer has practical experience in the urban planning and design of major new towns, port or railway hub areas, key functional zones, waterfronts, and mountain foothill areas, or other similar types of urban development projects;

（3）近10年，参赛机构具有丰富的城市设计、产业规划等实践经验，设计团队涵盖城市规划、产业、交通等专业；

(3) In the past ten years, the participating institution has accumulated extensive practical experience in urban design and industrial planning. The design team comprises professionals from urban planning, industrial development, transportation, and related disciplines;

（4）近10年（获奖时间以证书上载明的时间为准）参赛机构承担的项目获得过规划专业国家行业协会奖等权威奖项。

(4) In the past ten years (as indicated on the award certificate), the projects undertaken by the participating institutions have won authoritative awards such as the National Industry Association Award for Planning.

5.其他要求

5. Other requirements

（1）参与本次国际征集的设计人员应为该参赛机构的在册人员，主创设计师须直接参与本次方案设计全过程，亲自参与现场踏勘、成果汇报、评审答疑等重要节点工作。如在本次国际征集过程中发现主创设计师与参赛材料所提交的团队人员不符，主办单位有权取消其参加资格。境外参赛机构的项目规划设计人员中应至少有一名通晓汉语的人士。

(1) Designers participating in this international competition must be registered members of the participating organization. The lead designer must directly engage in the entire design process, personally participating in critical phases including site surveys, presentation reviews, and Q&A sessions. Should discrepancies between the lead designer and the team members listed in the submitted materials be identified during the competition, the host reserves the right to disqualify them. For overseas participants, the project planning and design team must include at least one Chinese-speaking professional.

（2）为了保证项目沟通衔接到位，中选方案参赛机构须在2年服务期内合计驻场办公不少于60天，期间差旅费自理。

(2) In order to ensure the proper communication of the project, the selected scheme participating institutions shall be on site for no less than 60 days in total during the 2-year service period, and the travel expenses shall be borne by themselves.

（3）参赛机构向主办方提交的全部设计成果所具有的知识产权归主办方所有并使用。参赛机构不得提供不属于自己的设计成果。

(3) All intellectual property rights of the design achievements submitted by the participating institutions to the organizer shall be owned and used by the organizer. The participating institutions shall not provide the design achievements that do not belong to them.

本次征集活动采用全球公开报名方式。凡有意参加本次竞赛的设计单位，请按技术文件要求编制《报名文件》，包括企业资信文件及项目理解（主创设计师录制5分钟以内视频文件）两部分。文件要求具体以正式发布的《征集文件》为准。

This call for entries is open to global submissions. Design firms wishing to participate must prepare an Application Document in accordance with technical specifications, comprising two components: corporate credentials and a project proposal (featuring a 5-minute video by the lead designer). The exact requirements shall be as specified in the officially published Call for Entries.

六、方案征集费

VI. Scheme Solicitation Fee

本次征集费用（竞赛奖金及后续深化费用）总计约人民币1150万元（含税）。其中，竞赛总奖金350万元（含税），后续深化费用800万元（含税）。具体以正式发布的《征集文件》为准。

The total cost for this call for proposals (including competition prizes and subsequent development expenses) is approximately RMB 11.5 million (including tax). The final details shall be subject to the officially released “Call for Proposals Document”. The total prize money for the competition is 3.5 million yuan (including tax), and the subsequent in-depth development cost is 8 million yuan (including tax).

七、征集活动初步时间安排

VII. Preliminary Schedule of the Solicitation Activities

拟计划于2025年11月下旬确定入围应征机构，12月上旬向入围参赛机构提供相关设计资料（签署保密协议），组织现场踏勘，方案设计及评审阶段自发布会起约3个月，后期深化阶段自评审结果发布起约2个月。具体以正式发布的《征集文件》为准。

The selection of qualified applicants is scheduled for late November 2025. By early December, the selected institutions will receive design materials (subject to confidentiality agreements), followed by on-site site inspections. The design and evaluation phases will span approximately three months from the launch event, with the detailed refinement phase lasting about two months after the evaluation results are announced. Specific procedures shall follow the officially released “Call for Proposals” document.

The official announcement for this call for proposals will be released soon. Please stay tuned for subsequent updates, and the relevant content shall be subject to the official announcement. Interested design institutions are welcome to start preparatory work in advance. If you have any questions or suggestions, please send them in writing to the email of the organizing unit.
