Announcement of International Solicitation for

Planning and Key Area Urban Design of Yiwu (Suxi) International Hub Port

中国城市规划学会(组织策划单位)受义乌自由贸易发展区管理委员会、义乌市自然资源和规划局(主办单位)联合委托,面向全球开展《义乌(苏溪)国际枢纽港规划与重点地段城市设计》国际方案征集活动(以下简称“本次征集活动”)。现将相关事项公告如下:

The Urban Planning Society of China (the organizing entity) has been commissioned jointly by the Yiwu Free Trade Development Zone Management Committee and the Yiwu Natural Resources and Planning Bureau (the hosting entities) to launch this call for international solicitation activity for Planning and Key Area Urban Design of Yiwu (Suxi) International Hub Port (hereinafter referred to as “the solicitation activity”). The relevant details are hereby announced as follows:

一、项目概况

I.Project Background

义乌市是享誉全球的世界小商品贸易中心、一带一路节点城市、国家物流枢纽城市,也是中国唯一一个县级国家级国际贸易综合改革试验区。改革开放以来,义乌坚持和深化 “兴商建市”,走出了一条富有自身特色的发展道路。习近平总书记先后10余次到义乌调研指导,盛赞义乌的发展具有“莫名其妙、无中生有、点石成金”的特色。

Yiwu City is a globally renowned World Small-Commodity Trade Center, a main note city along the Belt and Road Initiative, a national logistics hub, and the only county-level national comprehensive reform pilot zone for international trade in China.Since the initiation of reform and opening up, Yiwu has adhered to the principle of “developing the city through revitalizing commerce,” carving out a distinctive path of development. General Secretary Xi Jinping has visited Yiwu for research and guidance on more than ten occasions, praising Yiwu's development for its unique characteristics of being “an unprecedented miracle, a work of imagination, and a Midas touch.”

近年来,义乌深度融入国家对外开放战略,主动服务“一带一路”倡议,以国际贸易综合改革试点为引领,全方位构建“枢纽+通道+网络”的现代物流体系,形成了枢纽联天下、通道达四方、网络布全球的鲜明特征,成为“中国看世界,世界看中国”的重要窗口、陆上丝绸之路和海上丝绸之路的重要交汇点,国内国际双循环的重要节点。

In recent years, Yiwu has deeply integrated into the national strategy of opening up. Actively supporting the Belt and Road Initiative, and guided by the international trade comprehensive reform pilot zone, Yiwu has comprehensively constructed a modern logistics system characterized by “hubs + corridors + networks.” Yiwu has emerged as a significant gateway connecting the world to China and China to the world, a crucial intersection of both the land and maritime Silk Roads, and an important node in the domestic and international dual circulation.

义乌(苏溪)国际枢纽港是浙中地区“一轴两核三区多平台”格局的重点战略发展区,V字型海陆开放通道“义乌-宁波(远洋)”的重要战略支撑点;也是义乌深化内陆开放功能和枢纽城市建设,高标准建设商贸服务型国家物流枢纽城市,打造国际陆港城市新标杆的重要举措。国际枢纽港建设对于义乌做强全球小商品供应链集成示范和小商品服务贸易,打造内外双循环中转和多式联运窗口、内陆型国际商贸服务枢纽、区域商贸物流中心具有深远意义。

Yiwu (Suxi) International Hub Port is a key strategic development area within the “One Axis, Two Cores, Three Zones, and Multiple Platforms” structure in the central Zhejiang region. It serves as a crucial strategic support point for the V-shaped sea-land openning channel “Yiwu-Ningbo (Ocean).” It is also an important initiative for Yiwu to deepen inland opening functions, and construct a high-standard national logistics hub city for trade and services, aiming to create a new benchmark for port cities around the world. Moreover, the construction of this international hub port is of profound significance for Yiwu in strengthening the integration of the global small commodities supply chain and service trade. It aims to establish a hub for domestic and international dual circulation, multimodal transport, an inland international trade and service hub, and a regional trade and logistics center.

为聚焦高质量发展新方向,培育转型升级新动能,探索协调发展新路径,抢抓“一带一路”、长江经济带发展、长三角一体化发展等国家战略机遇,借鉴国内外一流陆港枢纽发展经验,更加科学、前瞻地谋划义东北区域发展,现面向全球邀请具有卓越水准和丰富经验的团队,开展规划研究与城市设计工作。

In order to focus on a new direction of high-quality development, cultivate new driving forces for transformation and upgrading, explore new paths for coordinated development, and seize national strategic opportunities such as the Belt and Road Initiative, the development of the Yangtze River Economic Belt, as well as the integrative development strategy for the Yangtze River Delta, draw upon the development experiences of top-notch land-port hubs both domestically and internationally, and plan the development of the Yiwu Northeast region in a more scientific and forward-looking manner, this project is now inviting teams with outstanding expertise and abundant experience from around the world to undertake planning research and urban design work.

二、征集要求

II.Objectives

本次征集活动分为资格预审、方案编制和后期深化三个阶段。

This solicitation activity is divided into three stages: prequalification, proposal preparation,, and later-stage refinement.

(一)资格预审阶段

(Ⅰ)Prequalification stage

本次征集活动采用公开征集的方式。应征机构需根据《资格预审文件》要求提供完整的资格预审申请文件。通过资格审查,最终从合格的应征机构中择优选出4家应征机构作为入围应征机构参与方案编制,2家应征机构作为备选应征机构,如入围应征机构退出,备选应征机构依次替补。

This solicitation activity adopts an open solicitation process. Responding organizations are required to provide complete prequalification application materials in accordance with the Prequalification Document requirements. Through the qualification review, a total of four outstanding organizations will be selected from the qualified respondents to participate in the proposal preparation as shortlisted respondents; while two organizations  will be selected as alternate respondents, In the event that a shortlisted respondent withdraws, the alternate respondents will be substituted in order.

方案编制阶段的主要任务包括:

The task in the proposal preparation stage mainly includes:

紧紧围绕义乌高质量高水平建成世界小商品之都的总目标,落实全国内陆地区具有港口服务功能的现代物流中心,“一带一路”的重要节点城市的重要职能,承载国家物流枢纽城市的重要使命;将义乌(苏溪)国际枢纽港打造成为内外双循环中转和多式联运窗口、内陆型国际商贸服务枢纽、区域商贸物流中心;推动义东北地区以港务发展为牵引,港产城高度融合、高质量发展。

Closely aligned with the overarching goal of growing Yiwu into a world-renowned hub for high-quality and high-level small commodities, the proposal should implement the important functions of a modern logistics center with port services in the national inland region. Yiwu, as a vital node city along the Belt and Road Initiative, bears the important mission of serving as a national logistics hub city. The objective is to develop Yiwu (Suxi) International Hub Port into a hub for both domestic and international circulation, a multimodal transportation gateway, an inland international trade and service hub, and a regional trade and logistics center. Furthermore, it will drive the integrated and high-quality development of the Yiwu Northeast region, with port operations serving as the driving force for a highly integrated harbor-industry-city development model.

规划研究需重点衔接国土空间总体规划,研究该区域发展策略及定位,明确国际枢纽港核心功能和规模,完善陆港枢纽集疏运体系,梳理整合资源,优化总体空间结构,协调港产城空间关系。

The planning research should primarily align with the comprehensive territorial spatial planning, and examine development strategies and positioning across the region. This includes clarifying the core functions and scale of the international hub port, enhancing the land-port hub transportation system, streamlining and integrating resources, optimizing the overall spatial structure, and coordinating the spatial relationships among the port, industry, and city.

城市设计需进一步聚焦重点地段,细化功能布局,研究空间形态,完善联运系统与交通组织,系统塑造枢纽港特色景观风貌,提出各类公共空间和地块系统的建设管控和引导要求。

The urban design should concentrate on key areas, refine the functional layout, study spatial forms, enhance inter-modal systems and traffic organization, systematically shape the distinctive landscape of the hub port. The design should also propose construction control and guidance for various types of public spaces and land parcel systems.

(三)后期深化阶段

(Ⅲ)Later-stage refinement

负责后期深化设计的应征机构须按照评审委员会及主办单位意见,吸取其它方案优点,对规划研究范围的产业策划、功能及空间组织、集疏运系统、空间形态等细化完善;对重点地段城市设计范围进行深化设计和控制引导,以指导控规编制。

The design organization responsible for the later-stage refinement is required to incorporate the advantages of other proposals based on the opinions of the review committee and the organizing entity. Furthermore, industrial planning, functional and spatial distribution, integrated transportation system, and spatial form within the scope of the planning research should be refined and improved. In order to guide the formulation of the regulatory plan, in-depth design and control guidance for the urban design scope in key areas should be conducted as well.

三、征集范围

III.Scope of Work

本次方案征集范围包括2个层次,分别为规划研究范围、重点地段城市设计范围。(详见附图)

The scope of this proposal solicitation encompasses two spatial level: the planning research scope and the urban design scope in key areas. (Refer to the attached diagram for details)

(1)规划研究范围:面积约31.6平方公里,主要目标是衔接国土空间总体规划,明确国际枢纽港核心功能和规模,完善陆港集疏运交通体系,优化总体布局。

Planning research scope: Approximately 31.6 square kilometers in area, the main objective is to align with the comprehensive territorial spatial planning, define the core functions and scale of the international hub port, improve the land-port integrated transportation system, and optimize the overall spatial distribution.

(2)重点地段城市设计范围:在划定的设计范围内选择约3-4平方公里进行重点城市设计。主要目标是进一步完善布局、功能、强度、形态等,系统塑造枢纽港特色景观风貌,提出各类公共空间和地块系统的建设管控和引导要求。

Key area urban design scope: Within the delineated design area, approximately 3-4 square kilometers will be selected for focused urban design. The main objective is to further refine the layout, functions, intensity, and forms, while systematically shaping the distinctive landscape and aesthetic characters of the hub port. Moreover, it involves proposing construction, control, and guidance requirements for various types of public spaces and land parcels.

四、应征要求

Ⅳ.Application Requirements

(1)本次征集活动采用公开征集的方式,境内外合法注册的机构均可参加。

(1) This solicitation adopts an open call for submissions, and both domestic and foreign organizations that are legally registered are eligible to participate.

(2)鼓励中外应征机构组成联合体报名,但联合体成员不得超过3家,联合体各方不得再单独以自己名义,或与另外应征机构组成联合体报名。

(2) Encouragement is given for domestic and foreign responding organizations to form consortiums for registration. However, the consortium must not exceed three members, and each member of the consortium should not participate individually or form another consortium with other responding organizations.

(3)不接受个人及个人组合的报名。法定代表人为同一个人的两个及两个以上法人、母公司、全资子公司及其控股公司,不得同时报名。

(3) Individuals and individual combinations are not accepted for registration. Legal entities, parent companies, wholly-owned subsidiaries, and their holding companies with the same legal representative are not allowed to register simultaneously.

(4)应征机构(联合体)需具有相应的空间规划、产业规划、物流及综合服务、集疏运交通组织、设计综合研究能力,即具有:

1)内陆综合型枢纽港、集疏运交通组织等综合研究能力与实践经验;

2)丰富的城市设计、建筑风貌、公共空间等设计经验。

(4) Responding organizations (consortiums) are required to possess corresponding capabilities in spatial planning, industrial planning, logistics and integrated services, integrated transportation organization, and comprehensive design research. Specifically, they should have:

1)Comprehensive research capabilities and practical experience in inland integrated hub ports and integrated transportation organization.

2)Rich experience in urban design, architectural design, and public space design.

(5)参与本次征集活动的专业技术人员须为该应征机构的在册人员,主创设计师须有主持过多个同类型项目经验,主创设计师及团队成员须全过程参与本次征集活动(项目启动会及现场踏勘、方案设计、现场方案汇报)。项目团队需各专业工种配备齐全,为了保证项目团队人员对中国地区背景和相关要求的准确理解,境外应征机构的专业技术人员团队中应至少有一名通晓汉语人士。

(5) Professionals participating in this solicitation activity must be registered members of the responding organization. The chief designer must have experience in leading multiple projects of similar nature. The chief designer and team members must participate in the entire process of this solicitation activity, including the project launch meeting, on-site survey, concept design, and on-site concept presentation. The project team should have a complete complement of professionals from various disciplines. To ensure a precise understanding of the local context and relevant requirements in China, at least one member of the professional technical team from overseas responding organizations should be fluent in Chinese.

五、费用设置

Ⅴ.Fees and Prizes

本次征集活动择优选取4家入围应征机构获得参与方案编制阶段的资格。入围应征机构按照《征集文件》要求递交最终设计成果后,经评审委员会评审后确定方案排名,获得相应奖金或补偿金:

Four outstanding responding organizations will be shortlisted to participate in the proposal preparation stage. After the shortlisted applicant institutions submit valid rendering documents in accordance with the requirements in the Solicitation Document. The proposals will be ranked after evaluation by the review committee, the respective design fees (prize) or compensations will be granted accordingly.

第一名:奖金人民币240万元(含税);

第二名:奖金人民币200万元(含税);

第三名:奖金人民币160万元(含税);

第四名:补偿金人民币120万元(含税);

后期深化设计费用:人民币260万元(含税)。

First Place: Prize of 2.4 million RMB (including taxes);

Second Place: Prize of 2.0 million RMB (including taxes);

Third Place: Prize of 1.6 million RMB (including taxes);

Fourth Place: Compensation of 1.2 million RMB (including taxes);

Later-stage refinement Fee: 2.6 million RMB (including taxes).

经综合考量,主办单位将从获得前两名方案的应征机构中选取一家,作为后期深化的设计机构。具体事宜根据后续工作的安排进行协商并另签订合同,深化周期约2个月。

After comprehensive consideration, the organizing entity will select one design organization from the top two proposals as the agency for later-stage refinement. Specific details will be negotiated and a separate contract will be signed based on subsequent arrangements. The refinement process is expected to take approximately two months.

但对于未按规定时间提交应征文件,或其应征文件按《征集文件》规定不被接受,或被取消应征资格的应征机构,将不支付奖金或补偿金。

However, responding organizations that fail to submit their proposal documents within the specified timeframe, or have their proposal documents rejected according to the requirements stated in the Solicitation Document, or have their bidding qualifications revoked, will not receive any prize or compensation.

六、时间计划

Ⅵ.Timeline

计划于2024年4月中旬确定入围应征机构、在义乌市组织现场踏勘及召开项目启动会,届时需应征机构主创设计师本人及其团队参会。方案编制阶段设计周期自项目启动会起约为90个日历天左右(含节假日)。

The shortlisted respondents will be determined in mid-April 2024, and a site visit and project kickoff meeting will be organized in Yiwu City. The chief designer and their team from the responding organization are required to attend the meeting. The design period of the proposal preparation stage is approximately 90 calendar days (including holidays) from the date of the project kickoff meeting.

Ⅶ.Submission Guidelines

凡有意参加本次征集活动的应征机构,需先进行申请登记,应征机构下载申请表格(附件1)并完整填写申请信息后,发送邮件至指定邮箱zxb@planning.org.cn,组织策划单位收到申请表后,以邮件方式回复资格预审文件等相关文件。

Any organization who intends to participate in this solicitation activity are required to register first. Responding organizations should download the application form (Attachment 1) , complete the application information, and send it to the designated email address zxb@planning.org.cn. Once the organizing entity receives the application form, they will reply with the Prequalification Document and other relavant documents via email.

资格预审申请文件需要严格按照相关要求制作,递交资格预审申请文件包括现场递交和快递邮寄两种方式。以快递邮寄方式递交时,请预留足够的快递运输时间;现场递交需持法定代表人授权委托书。

The prequalification application documents shall be made in strict accordance with the relevant requirements. There are two methods for submitting the prequalification application documents: on-site submission and courier delivery. When submitting via courier, please allow sufficient time for the delivery process. For on-site submission,a power of attorney from the legal representative is required.

递交资格预审申请文件的时间及地点:报名应征机构需于2024年4月1日16时前将资格预审申请文件的纸质文件送达到下述指定地点,并将全部资格预审申请文件电子版发送至指定邮箱(zxb@planning.org.cn)。资格预审申请文件纸质文件递交地址:北京市海淀区三里河路9号住建部北配楼一层,中国城市规划学会,张工(收),010-58323854。接收资格预审申请文件时间为工作日09:00-16:00,逾期送交或不符合规定的资格预审申请文件恕不接受。如遇特殊情况,时间或地点变更将另行通知。

Deadline and Location for Submitting Prequalification Application Documents:  Participating organizations must deliver the hard copies of their prequalification application documents to the designated location below before 16:00 on April 1, 2024. They should also send the electronic version of the complete prequalification application documents to the designated email address (zxb@planning.org.cn).
